those who do not end their voyage in Netherlands India, which may be proved by the holding of Tourist circular- or return tickets, are excempt of all immigration formalities, with the exception of those persons who are considered to be a danger to public peace and order.
2. For these latter named ones a written warrant for removal from the Netherlands East Indies shall be issued by the Governor General, whilst during the time pending his (her) removal, such a person may be placed under police supervision or taken in custody, as the case may be, by the Head of he Civil service of the place where he (she) landed.
Non-Residents of Netherlands India are only allowed to land in the following ports: in Sumatra: Emmaharbour (Padang), Palem-bang, Djambi, Pankalan Brandan, Tandjong Poera, Belawan Deli, Tandjong Balei (Assahan), Beng-kalis, Sabang (Acheen. Island Poe-loeh Weh).
in the Rhio Archipelago Tandjong Pinang, Poe-loe Samboe. in the Island of Banka a Muntok in the Island of Billiton: Tandjong Pandan
in Java: Tandjong Priok (Batavia), Semarang, Sourabaya
in Borneo, Pontianak, Singkawang, Bandjarma-sin, Balikpapan in Celebes, Menado, Makassar in Timor: Koepang.
5. A written landing permit shall be issued to the Travellers on board the steamer they arrive in, after a payment of FI. 25.a (twenty five guilders). This amount will be refunded when he (she) is afterwards refused admittance, or when leaving the Netherlands East Indies within 6 months after the date of arrival in the Archipelago.
The above mentioned permit shall be refused to those whose presence in the colonies is considered to be detrimental to the economic interests of the native population or else be issued only when complying with special conditions, to be stipulated by the Governor-General.
The landing-permit is also valid for the legitimate family of the person to whom its is granted, with the condition that children over 21 years of age have to apply for a separate permit.
